About this Role

Job Purpose:

The Senior Procurement Specialist - CoE Contracting is tasked with developing strong business relationships with both internal and external customers, typically at mid-management levels or higher. This role involves analyzing complex customer requirements to provide professional advice and ongoing support that aligns with their business and strategic needs.

The Senior Procurement Specialist will offer specialized procurement expertise, particularly in the development, negotiation, and execution of complex global contracts and Statements of Work (SOW). This role is crucial for maintaining commercial relationships between PAREXEL and its key suppliers. The Specialist will lead supplier management efforts, fostering business relationships that streamline sourcing while ensuring competitive pricing and high service levels.

In addition, the Senior Procurement Specialist is expected to initiate advanced procurement ideas and collaborate effectively with all stakeholders. They will also share their knowledge with less experienced colleagues and may take on a team leadership role, overseeing and mentoring Procurement Specialists or Associates.

Key Accountabilities

Accountability & Supporting Activities:

  • Maintain close working relationships and provide professional advice to internal customers across all levels, including support for supplier selection, contract creation, negotiation, and resource coordination.
  • Create and develop regional/global supplier relationships and review alternative sources to ensure continuity of supply and quality.
  • Utilize market research to identify best-in-class suppliers and continually review supplier information.
  • Develop and manage the contract and SOW review process, particularly for complex contracts and SOWs, in collaboration with the Legal team.
  • Analyze and propose strategies for contract management, sourcing, quality management, supplier selection, and procurement process improvements.
  • Negotiate favorable terms and conditions with key regional and global suppliers to maintain price competitiveness and service quality.
  • Leverage procurement and internal resources to address time-sensitive and complex customer requirements.
  • Provide senior management with statistical and financial information, along with regular reports on procurement activities.
  • Lead and support local and regional compliance audit activities as required.
  • Assist in managing and developing the procurement team to meet business objectives and individual performance goals.
  • Mentor junior staff and foster a positive, results-oriented work environment by promoting teamwork and open communication.

Knowledge and Experience

  • 4-8 years of experience in strategic sourcing, procurement, category management, contract management, and supplier performance management.
  • Extensive experience supporting mid to executive-level stakeholders.
  • Exposure to global operations and professional services.
  • Familiarity with senior executive external client relationships.

Education

  • High School Diploma/A Levels/HND or equivalent experience.
  • Bachelor’s Degree or equivalent experience.
  • Accredited Purchasing Practitioner (APP) or appropriate Chartered Institute of Purchasing & Supply (CIPS) certification or equivalent qualification is required.
  • Strong written and verbal English skills are essential.
