Safety and Occupational Health Specialist

Job Duties:

As a Safety and Occupational Health Specialist at the full performance level, your responsibilities will include:

  • Advisory Role: Act as an advisor on various Occupational Safety and Health (OSH) program areas and critical program segments with a broad impact across ICE.
  • Program Management: Oversee a comprehensive enterprise-wide safety program, including Collateral Duty Safety Officers (CDSO), Employee Occupational Safety and Health guidance, and management of the Safety Management Information System (SMIS) database. Ensure compliance with Occupational Safety and Health Administration (OSHA) record-keeping regulations.
  • Subject Matter Expertise: Serve as a subject matter expert (SME) in occupational safety and health management, including oversight of contract service providers.
  • Project Management: Complete OSH assignments, projects, and actionable events within set deadlines and timeframes.
  • Coordination: Collaborate with employees to promote safety and health programs, communicate policies, and conduct incident investigations in line with Federal and organizational policies.

Requirements:

  • Citizenship: Must be a U.S. citizen.
  • Background Check: Successfully pass a background investigation and a drug screen.
  • Selective Service: Males born after 12/31/59 must certify registration with Selective Service.
  • Time in Grade: Current Federal employees must have served 52 weeks at the next lower grade. Time in grade requirements must be met by the closing date of this announcement.
  • Probationary Period: This position may require a one-year probationary period upon appointment.

Qualifications:

GS-11 Level:

  • Experience: One year of specialized experience at the GS-09 level, including:
    • Collaborating with employees to promote safety and health programs.
    • Conducting incident investigations in line with Federal policies.
    • Using management information systems to achieve safety and health objectives.
    • Assisting in planning and organizing recommendations for changes in procedures.
  • Education: Ph.D. or equivalent doctoral degree, or
    • 3 full years of progressively higher-level graduate education, or
    • LL.M. if related.

GS-12 Level:

  • Experience: One year of specialized experience at the GS-11 level, including:
    • Developing training programs on safety and occupational health topics.
    • Advising on work methods and best practices.
    • Assisting in implementing enterprise-wide training policies.
    • Evaluating and analyzing safety and health problems and administrative practices.
