Procurement Specialist CoE Transactioning at Parexel

Job Description:
The Procurement Specialist CoE Transactioning is responsible for developing and maintaining local and regional relationships with both internal customers and suppliers. The role requires understanding customer requirements, providing professional advice, and supporting the development and completion of simple to moderately complex procurement processes such as RFIs, RFQs, and RFPs. The Procurement Specialist also plays a key role in supplier management, ensuring competitiveness in pricing and high levels of service, while developing business relationships with local and regional suppliers.


Key Accountabilities

  1. Business Support

    • Maintain strong working relationships with internal customers, providing professional advice on procurement activities.

    • Verify purchase request accuracy, ensure proper approval, and manage order placement, shipping, and payment terms.

    • Address supplier inquiries and resolve transactional issues.

    • Assist with market information, data, and budget planning support.

  2. Supplier Management

    • Manage supplier databases, ensuring proper evaluation and selection processes.

    • Set up and maintain online catalogs for easy access and updated supplier information.

    • Help develop and strengthen supplier relationships, ensuring continuity of supply, quality consistency, and competitive pricing.

  3. Supplier Sourcing Management

    • Review supplier qualification information and make recommendations for supplier status.

    • Continuously assess and build relationships with local/regional suppliers, ensuring optimal pricing and service delivery.

  4. RFx Management

    • Initiate and manage simple to moderately complex RFIs, RFQs, and RFP processes.

    • Negotiate pricing with suppliers to ensure cost-effectiveness while maintaining service levels.

    • Support a results-oriented, collaborative work environment through effective communication and teamwork.


Skills and Competencies

  • Strong knowledge of procurement principles, theories, and processes.

  • Ability to analyze and resolve routine procurement issues.

  • Strong reporting, problem-solving, and presentation skills.

  • Good negotiation and relationship-building abilities.

  • Effective verbal and written communication skills.

  • Ability to manage cross-functional teams and meet goals and deadlines.

  • Good understanding of project management principles.


Knowledge and Experience

  • Experience:

    • 2-4 years of experience in supplier sourcing, negotiation, and procurement, typically in a large spend company.

    • Exposure to global operations or life sciences/professional services is a plus.

    • Strong English language skills (both written and verbal), with proficiency in a second language preferred.

  • Educational Requirements:

    • High School Diploma or equivalent experience is required.

    • A Bachelor’s degree or equivalent experience is desirable.

    • Accredited Purchasing Practitioner (APP) or Chartered Institute of Purchasing & Supply (CIPS) certification is advantageous.
